It depends but that is normally not the case.
In most of the cases, key contacts are users that are added in the app without any admin rights and also without a starting date (therefore they are also not onboardees).
They are there only to serve as a key contact for a new employee. However, it can happen that someone who does have access to the app as an admin will be added as a key contact to an employee. In that scenario, the key contact will also be able to access the app as an admin.
