When you, as a local admin, match at least one item in each category set for an employee, you can see the person in the employees' list.
However, you can only edit this employee if you match all the categories.
So, for example, if the person has "Country A" and "Country B" as filters in a same category, and you have only are Admin for "Country A", you will see the person but will not be able to edit this employee.
